Not what the decision is. Where it happens. Because the location of that decision in the request lifecycle determines everything that follows: whether content is protected before or after it reaches the browser, how much infrastructure cost is generated by traffic that should never have been served, how fast the experience is for legitimate visitors, and whether machine traffic can be governed at all.
Most monetisation platforms in use today make their access decisions in the wrong place. In a typical client-side paywall implementation, the sequence works like this. A visitor requests a page. The origin server receives the request, processes it, and returns the full HTML response including the article content. The browser renders the page. A JavaScript snippet then evaluates whether the visitor should see the content and, if not, overlays a paywall modal or registration prompt on top of it.
The content was served. The bandwidth was consumed. The origin server did the work. The visitor's browser received the full response. The paywall is a visual layer on top of content that is already technically accessible. Anyone who inspects the page source, disables JavaScript, uses a browser extension designed to strip overlays, or operates as a bot that doesn't execute JavaScript at all will see the content without restriction.
For human visitors using standard browsers, client-side paywalls are often good enough. Most readers won't bother inspecting page source or disabling JavaScript to read an article. But "most readers" is no longer the only audience publishers need to worry about. Machine traffic, which now represents over half of all web requests for many publishers, does not execute JavaScript. It does not see overlays. It does not encounter client-side paywalls at all. Server-side implementations are better but still imperfect. A server-side paywall evaluates the visitor's access rights when the request hits the origin, before sending a response. Every request, including those from visitors who will be denied access, must travel all the way to the origin server. The origin does the computational work of evaluating entitlements, generating a response, and serving either the content or the paywall. For a publisher receiving millions of requests per day, a significant proportion of which are from anonymous visitors, bots, or crawlers that will never convert, this means the origin infrastructure is doing substantial work for traffic that generates zero revenue.
The origin server becomes a bottleneck, a cost centre, and a security exposure point, because every request reaches it regardless of whether the visitor has any right to see the content.

When an access decision resolves at the edge, the response time is determined by the distance between the visitor and the nearest edge node, which is typically single-digit milliseconds, rather than the round-trip time to a centralised origin server, which can be tens or hundreds of milliseconds depending on geography.
For a publisher with a global audience, this means a reader in Singapore, a subscriber in São Paulo, and an AI agent making requests from a data centre in Virginia all get their access decisions resolved at the nearest edge node with equivalent speed. The entitlement check happens locally. There is no cross-continent round trip to evaluate whether a visitor should see the content.
This matters for user experience because every millisecond of latency between a page request and content delivery affects engagement, bounce rates, and conversion. A paywall that renders after a visible delay, or content that flashes before a wall appears (the so-called "flash of unprotected content" in client-side implementations), degrades the subscriber experience and signals to sophisticated visitors that the protection can be circumvented.
It also matters for machine traffic, where latency is even more significant. AI agents and crawlers operate at speeds and volumes that bear no resemblance to human browsing. For a human reader with modest technical knowledge, bypassing a client-side paywall is a minor inconvenience. For a bot or AI crawler, the paywall effectively doesn't exist.

The article content is not included in that response. There is nothing to scrape, nothing to cache, nothing to extract.
